Governor Doyle thanked Senators Holperin and Lasee and Representatives Jorgensen and Clark for their work on the bill. Senate Bill 227 creates procedures for naming interim successors for legislators, holding meetings of the legislature and legislative committees, and designating a temporary seat of government for the legislature in the event of an emergency. Governor Doyle thanked the members of the Joint Legislative Council for their work on the bill. Senate Bill 243 repeals the waiting period following licensure, with limited exceptions, for hunting deer during the open bow hunting season. Governor Doyle thanked Senators Miller and Holperin and Representatives Hraychuck and Molepske for their work on the bill. *Senate Bill 266 creates a Nonmotorized Recreation and Transportation Trails Council. Governor Doyle thanked the members of the Joint Legislative Council for their work on the bill. *Senate Bill 268 expands the definition of permitted locations for facilities in which rendering, animal food processing or grease processing is conducted. Governor Doyle thanked Senator Leibham and Representatives Townsend and Ziegelbauer for their work on the bill. *Senate Bill 279 makes several changes relating to bioenergy feedstocks, biorefineries and biofuel production facilities. Senate Bill 286 exempts health care billing agencies from the definition of a “collection agency.” Governor Doyle thanked Senator Darling and Representative J. Ott for their work on the bill. Senate Bill 338 increases the maximum amount of funeral and burial expenses that may be contributed by county governments under the funeral, burial and cemetery expenses program. Governor Doyle thanked Senators Lehman and Wirch and Representatives Turner and Soletski for their work on the bill. *Senate Bill 383 makes numerous changes regarding municipal court administration, judges and procedures. Senate Bill 396 expands fishing and trolling provisions in boats with electric motors. Governor Doyle thanked Senators Decker and Holperin and Representatives Danou and Hebl for their work on the bill. *Senate Bill 400 makes certain allowances for the use of all-terrain vehicles to remove snow. Senate Bill 401 requires the Department of Natural Resources to issue one-day fishing licenses. Senate Bill 403 revises the opt-out provisions related to the Department of Regulation and Licensing release of personal identifying information. Governor Doyle thanked Senators Erpenbach and Risser and Representatives Parisi and Townsend for their work on the bill. *Senate Bill 424 regulates the repair, remodeling and reinforcement of certain sport shooting ranges. Senate Bill 427 expands the types of governmental units that may participate in a joint local government selfinsured health insurance plan. Governor Doyle thanked Senators Kreitlow and Coggs and Representatives Dexter and Hilgenberg for their work on the bill. *Senate Bill 435 modifies the minimum period for retention of certain election materials in state and local elections. Governor Doyle thanked the members of the Committee on Labor, Elections and Urban Affairs for their work on the bill. *Senate Bill 528 authorizes electronic voting by members of a cooperative in certain cases. Governor Doyle thanked Senators Taylor and Kreitlow and Representatives Hraychuck and Steinbrink for their work on the bill. **Senate Bill 557 requires notices concerning construction near or on lakes, streams or wetlands be given to applicants for building permits or other construction approvals, requires the Department of Natural Resources (DNR) to furnish informational brochures about wetlands laws and requires the DNR to provide evaluations and statements about whether certain land contains wetlands. Senate Bill 614 authorizes the operation of motor vehicles on the exposed beds of outlying waters in order to control Phragmites australis. Governor Doyle thanked Senators Hansen and Holperin and Representatives Soletski and Nygren for their work on the bill. Senate Bill 615 and Assembly Bill 857 exempt interstate natural gas companies from certain requirements regarding real estate transactions and court actions, creation and powers of municipal electric companies, and exempts from certificate of public convenience and necessity for certain electric transmission line projects. Governor Doyle thanked Senator Plale and Representative Soletski for their work on the bills. *Senate Bill 623 requires the Department of Agriculture, Trade and Consumer Protection to process certain applications for farmland preservation agreements. Senate Bill 664 authorizes the spending of federal financial assistance under the Clean Water Fund Program and Safe Drinking Water Loan Program. Assembly Bill 335 creates a retail license exception for the consumption of alcoholic beverages on private college campuses for special events. Assembly Bill 417 changes the requirements for initial licensure as a veterinarian. Assembly Bill 599 sets a night-time speed limit of 55 miles per hour for snowmobiles.
