Governor Doyle Signs Three Bills into Law
MADISON – Governor Jim Doyle today signed into law Senate Bill 20,
Senate Bill 46, and Senate Bill
29 at the State Capitol.

Senate Bill 20 enhances discrimination protections for workers in the
state. The bill requires
employers with more than 15 employees who are convicted of engaging in
discriminatory
employment practices to pay compensatory and punitive damages.
Governor Doyle thanked Senators Hansen and Robson, and Representatives
Sinicki and Jorgensen
for their work on the bill.

Senate Bill 46 protects municipal workers’ rights during contract
negotiations. The bill makes
changes to laws governing arbitration and fair-share agreement
collective bargaining under the
Municipal Employment Relations Act to allow labor protections in
expired collective bargaining
agreements to continue during the negotiation period.
Governor Doyle thanked Senators Hansen and Wirch, and Representatives
Soletski and Berceau for
their work on the bill.

Senate Bill 29 protects bicyclists and operators of electric personal
assistive mobility devices
(EPAMD) against careless motorists. The bill eliminates the
requirement that bicyclists and operators
of EPAMDs allow three feet of space when passing parked vehicles. The
bill also creates a fine for
vehicle operators that carelessly open their door and create a
collision with a bicycle, EPAMD or
motor vehicle.

Governor Doyle thanked Senators Risser and Miller, and Representatives
Black and Sherman for
their work on the bill.
